Proclamation Defining Terms for Japanese Surrender
Issued, at Potsdam, July 26, 1945

  1. We do not intend that the Japanese shall be enslaved as a race or destroyed as a nation, but stern justice shall be meted out to all war criminals, including those who have visited cruelties upon our prisoners. The Japanese Government shall remove all obstacles to the revival and strengthening of democratic tendencies among the Japanese people. Freedom of speech, of religion, and of thought, as well as respect for the fundamental human rights shall be established.
  2. Japan shall be permitted to maintain such industries as will sustain her economy and permit the exaction of just reparations in kind, but not those which would enable her to re-arm for war. To this end, access to, as distinguished from control of, raw materials shall be permitted. Eventual Japanese participation in world trade relations shall be permitted.
  3. The occupying forces of the Allies shall be withdrawn from Japan as soon as these objectives have been accomplished and there has been established in accordance with the freely expressed will of the Japanese people a peacefully inclined and responsible government.

    十　我らは日本人を民族として奴隷化しようとしたり、または、国民として滅亡させようとする意図を有するわけではないが、我らの捕虜を虐待した者を含む一切の戦争犯罪人に対しては厳重な処罰を加える。日本国政府は日本国国民の間における民主主義的傾向の復活強化に対する一切の障害を除去すべきだ。言論、宗教、思想の自由、ならびに基本的人権の尊重は確立されなければならない。

    十一　日本国はその経済を維持し、かつ公正な損害賠償の取り立てを可能にするように産業を維持することを許される。ただし、日本国に戦争のための再軍備をさせるような産業はこの限りではない。右の目的のための原料の入手、（原料の支配は含まない）を許可される。日本国は将来世界の貿易関係への参加を許される。

    十二　前期の諸目的が達成され、かつ、日本国国民の自由に表明された意思に従って平和的な傾向を有し、かつ、責任ある政府が樹立された場合には、連合国の占領軍はただちに日本国より撤収する。

    日露戦争で日本は、米国系ユダヤ人らから借金をして戦争を行い、「ロシアに勝利」しました。しかし、実際には、同じユダヤ人がソビエトに金を回し、ロシアの崩壊を誘導していたと言われます。そして、やがて太平洋戦争で米国に敗戦した日本ですが、太平洋戦争開戦時も日本は米国の借金を負っていました。
