The determination of the average man is not merely a matter of speculative curiosity; it may be of the most important service to the science of man and the social system. It ought necessarily to precede every other inquiry into social physics, since it is, as it were, the basis. The average man, indeed, is in a nation what the centre of gravity is in a body; it is by having that central point in view that we arrive at the apprehension of all the phenomena of equilibrium and motion.

    平均の概念を人間にあてはめたのはベルギーの数学者で天文学者であったアドルフ・ケトレー(Lambert Adolphe Jacques Quetelet、1796-1874)です。ケトレーは近代統計学の祖と云われています。ケトレーは数々の業績を残していますが、肥満度の指標として使われているBMI(Body Mass Index、体重を身長の2乗で割った値)も彼が考案したものです。

    19世紀になると近代化が進み、数々の統計資料が出回るようになります。そんな中、ケトレーは、「エジンバラ・メディカル・ジャーナル」に掲載されたスコットランド兵士5738人の胸囲を集計して、胸囲が40インチ弱の値を中心とした正規分布を描くことに気づきました。

    それまで、正規分布は、天体観測における観測誤差の分布として応用されていましたが、ケトレーは、人間の身体的データだけでなく、出生、結婚、死亡、犯罪などの発生率という社会的データについても平均値を測定し、正規分布をあてはめることに熱中します。

    ケトレーは、自著「人間について」の中で、人間社会における標準としての「平均人(l’homme moyen)」という概念を提出しました。ケトレーにしてみれば、個人の自由な振る舞いさえも、平均人を中心とした正規分布の範囲内のばらつきの一つに過ぎません。

    ケトレーによって、統計学は人間社会を記述し、分析するための有効なツールとなりました。
