サンクションとは、たとえば税務署が脱税に厳しく目を光らせ、発覚した際には重い罰を与えるように、「ずるをしている」誰かに対して制裁をくわえ、共同体から追放しようとする行動です。共同体を維持するためにはとても重要な行動で、古来から人間の基本的な感情としてインプットされているものです。
どうしてサンクションが生まれるのか。それを考えるために、まずは共同体がどのようにして維持されているかについてお話ししましょう。
社会的生物である人間は、生きていくために共同体を作って暮らしてきました。ルールを決めて役割を分担し、それぞれがコストを負担して利益を生み出して、それを仲間で分け合って生活しています。たとえば国であれば税金を納める代わりに社会保障や、道路や水道といった整ったインフラが利用できるようになり、会社であれば労働の対価として給料が受け取れるわけです。
しかし、なかにはルールを破って、コストの負担をせずにリターンを得る「ただ乗り」しようとする人がいます。そういう人は社会学の用語で「フリーライダー」と呼ばれます。フリーライダーが増えすぎると、まじめにコストを支払うメンバーがどんどん損をする社会になってしまう。仲間のなかにルールを守っているふりをしながら隠れて得をしている人がいるなら、罰を与えて追放するサンクションを実行しなければなりません。

Ethics or moral philosophy is a branch of philosophy that involves systematizing, defending, and recommending concepts of right and wrong conduct. The term ethics derives from Ancient Greek ἠθικός (ethikos), from ἦθος (ethos), meaning ‘habit, custom’. 明治維新以降、近代西欧の思想が導入される過程で、新たな考え方を表現するために翻訳語が数多くつくられました。「倫理」という語は、ethicsの訳語として新たに翻訳されたものなのです。そのため、中国古典に存在していた「倫理」という語はethicsが内包する新たな意味を獲得して蘇った言葉なのです。
西欧からmoral scienceやmoral philosophyが導入され、それに伴って、従来の「道徳」という語はmoral, morals, morality等が内包する意味を新たに獲得し、蘇りました。しかし、「moral」に対し、「道徳」という訳語がすぐに確定したわけではないのです。

The concept of relativism, sometimes referred to as postmodernism, is very popular at present: values are uncertain, objectivity is an illusion, and collective beliefs can be put down to cultural traits. These relativist theories contradict basic sociological observations: today, as yesterday, individuals have strong moral convictions. We must not abandon notions of truth. But in this short, closely written book, octogenarian English economist Little offers his mature reflections on welfare economics and on the recent efforts by philosophers to provide a solid intellectual basis for moral principles and “justice.” Little greets most of these efforts, and their attacks on utilitarianism, with a commonsensical skepticism. He maintains that any insistence on equality as a social norm needs to meet the operational requirements of precise specification and measurement.

An important contribution of the present study is that it provides an initial unbiased foray into exploring the genetic etiology of Conservatism-Liberalism by identifying chromosomal regions of genetic markers not previously known to be associated with political preferences. Over time the cumulative knowledge gained from future studies will either result in a generally accepted finding that the regions identified here are generalizable or specific to this sample.
Many large-scale genetic analyses of clinical and behavioral phenotypes ignore potential sources of heterogeneity that may further reduce power to identify specific genes in a single analysis of the entire sample. The current study is no exception. Among such effects are interaction of gene expression with sex, age, and environmental exposure. Statistical genetic analyses of extended kinships of twins and their relatives suggest that the same genes appear to influence most political attitudes in men and women, but that a significant nonadditive genetic effect may reflect the interaction between genes and age or secular change. So far, few studies have addressed gene by environment (GxE) interaction for political preferences. However there are reports of GxE interaction for other aspects of social behaviors such as religiosity.

akihito80年の道のりを振り返って、特に印象に残っている出来事という質問ですが、やはり最も印象に残っているのは先の戦争のことです。戦争による日本人の犠牲者は約310万人と言われています。前途に様々な夢を持って生きていた多くの人々が、若くして命を失ったことを思うと、本当に痛ましい限りです。
戦後、連合国軍の占領下にあった日本は、平和と民主主義を守るべき大切なものとして日本国憲法を作り、様々な改革を行って、今日の日本を築きました。戦争で荒廃した国土を立て直し、かつ、改善していくために当時の我が国の人々の払った努力に対し、深い感謝の気持ちを抱いています。また、当時の知日派の米国人の協力も忘れてはならないことと思います。
傘寿を迎える私が、これまでに日本を支え、今も各地で様々に我が国の向上、発展に尽くしている人々に日々感謝の気持ちを持って過ごせることを幸せなことと思っています。既に80年の人生を歩み、これからの歩みという問いにやや戸惑っていますが、年齢による制約を受け入れつつ、できる限り役割を果たしていきたいと思っています。

Consider the crying baby dilemma: It’s war time, and you are hiding in a basement with several other people. The enemy soldiers are outside. Your baby starts to cry loudly, and if nothing is done the soldiers will find you and kill you, your baby, and everyone else in the basement. The only way to prevent this from happening is to cover your baby’s mouth, but if you do this the baby will smother to death. Is it morally permissible to do this?

Ethnocentrism, the tendency to favor one’s own group, is implicated in a wide variety of important phenomena from voting patterns to ethnic discrimination and armed conflict. Many social scientists believe that ethnocentrism derives from cultural learning and depends on considerable social and cognitive abilities. However, this view is inconsistent with evidence that ethnocentrism is common throughout a diverse range of animal, plant, and single-celled species. Such evidence suggests that ethnocentrism may have a basis in biological evolution and that it requires fairly minimal cognition. The ability to distinguish in- vs. out-group members and select different behaviors based on that distinction may suffice.
A recent computer simulation with simple abstract agents demonstrates that ethnocentrism can indeed originate through evolutionary processes. Agents could either defect against, or cooperate with, other in-group or out-group agents, creating four possible strategies: (1) a selfish strategy of universal defection, (2) a traitorous strategy of cooperation with out-group, but not ingroup, agents, (3) an ethnocentric strategy of in-group cooperation and defection against agents from different groups, and (4) a humanitarian strategy of universal cooperation.
From a neutral starting point, ethnocentrism evolved to become the dominant strategy, eventually characterizing about 75% of the population. Ethnically-fueled human conflicts stretch far back into history, are still quite common, and with the waning of the ideologically motivated cold war, are predicted to be the major source of armed inter-group aggression through the foreseeable future.

子どものいじめが後を絶たないのは命を慈しみ、人を思いやる心が養われていないからだ。そう言って国は道徳の教科書を作り、学校でみっちり学ばせるようにするらしい。
広辞苑に、道徳とは「人のふみ行うべき道」とある。そんな高尚な精神世界を説く教科書を誰が書くのか。聖人君子でもない先生はその神髄を教え、成果を評価できるのか。私ごとき凡人には想像が及ばない。
道徳教育の重要性を訴えてやまない国の有識者会議の面々が、まずは手本を示してはどうか。全国の学校にネットで授業を配信し、優しい心が一斉に培われるなら効率的この上ない。
もっとも、どんな徳育のプロの言葉も、子どもの心には響くまい。何しろ道徳心を欠いた大人ばかりが跋扈する世の中だ。食材を偽装したり、暴力団に融資したり。危ない線路を放置する鉄道会社まで現れた。
最たるものは、憲法違反の選挙で選ばれながら改憲を唱える国会議員ではないか。自らの存在の違憲性を棚に上げ、子どもの徳育の大切さを強調する不道徳ぶりはもはや滑稽だ。
夏目漱石は「道徳は習慣だ。強者の都合のよきものが道徳の形にあらはれる」と記した。いじめから友を守り、敵から国を守るためなら喜んで犠牲を払う。道徳をうまく仕込めば、そんな習慣も身につこう。習慣化すれば、人々は無頓着になる。現代の強者の都合が気にかかる。

Togawaただいま委員長から御指名いただきました平塚の市長でございます。新聞、雑誌その他ですでに宣伝されておりますが、競輪廃止反対の、世論に抗して、ようやく文化人市長の悪名高からんとしている、平塚の市長でございます。
市長の立場からの反対を簡単に申し上げます。平塚市は、大体市域の八割が焦土と化しました。学校を初め公共営造物、民家、商店街、工場、ほとんど焦土に帰したといっていいような被害を受けたのでございます。
そこで、競輪と自治体との関係について私は競輪悪妻論というものをただいま唱えているわけでございます。私は元来戦災によってこうむった被害は、これはことごとく政府の責任において、国の力において復興すべきものだと、初めから考えておるわけでありますが、本家が未曽有の敗戦という歴史を喫して、そうして十分に火事で焼け出された分家を助けてやるわけにはいかない。仕方がない。分家が独自の力で世帯の立て直しをやってもらいたい。ここに幸か不幸か、大へん手癖の悪い、素性も悪い女がおるけれども、これは多くの働きのある女だから、お前の世帯の立て直しにもらったらどうかというお勧めをいただきまして、そのときには戦災都市連盟の石見さんあたりが橋渡しをして大へん苦労なすって、そうして私の市といたしましても、戦災都市連盟といたしましても、この競輪を迎えますには、堂々たる仲人があって、自由結婚や恋愛結婚をしたのではない、政府、国会が仲人として差し向けて下さった悪妻でございます。私は良妻と申し上げません。これは悪妻であります。
さらに、その悪妻の力で廃止に踏み切られた、あるいは廃止された各都市の実情は、この悪妻が今日まで――戦災をこうむってきた都市でほとんど戦災の被害から立ち直った都市は、これは多かれ少なかれ、悪妻だけのかせぎにたよってきた。この悪妻がそろそろだんだん悪性を出してきて、松戸でこんな騒ぎを起こした。どこどこでよろめいた。こんな悪評高き女房を抱えているのと、そうしてまたここらで追い出すのと、プラスマイナスを考えたならば、どっちが経済的理由で、あるいは道義的理由で得であるかということを考えて、その上で廃止、存続の二つに分れた。私はこう解釈しますから、道義的理由がきわめて薄弱であります。これは私は各自治体にとりましては表看板だ。要するに、私のところではこれ以上悪名高き悪妻の御厄介にならなくても立ち直ることができる状態になったから、ここで離縁するということです。私のところは、八割も焦土と化しておりまして、大へんかいしょうのない亭主でありますから、今日までほんとうにふがいなく、今なお立ち直っておらないのであります。従いまして今しばらくの間は、この悪妻とそっと連れ添わしてほしい。十分亭主としましては、その悪妻に注意も与えますし、世間で評判の悪いこともしないように、十分今後も気をつけてやりますから、しばらくの間は仲人さんもめんどう見て下さい。

娯楽ということは楽しむということです。娯楽は、不健全性が多ければ多いほど魅力があるのです。

margaret-littleThere has been a resurgence of interest in discussing morality as a system of demands — more specifically, the idea that moral obligations, duties, and responsibilities are to be understood as actions we can demand of one another. The notion of what we can demand of one another is a crucial one, well worth keeping for the important work it does, but it is a deep mistake to think that it exhausts the morally deontic realm. The fact that an action or its forbearance is not something we can demand of someone does not settle the question of whether it is morally wrong.

In practice, of course, there is nothing simple about it, which is why the theory provides a substantive account of moral error and disagreement. Apprehending things like cruelty involves exercising a variety of abilities and sensitivities — being aware of what is salient, drawing relevant discriminations, remaining undistracted by irrelevancies, and of course, understanding the moral concepts at issue — none of which are easy.

MacnamaraMorally bad and morally wrong action share a core element: both thwart the values at the heart of morality. To be sure, determining when the thwarting of moral values warrants the label of ‘bad’ as opposed to ‘wrong’ is a difficult, complicated matter. Nor is it immediately clear what difference the distinction between bad and wrong makes from the perspective of the moral agent deliberating about how to act. I myself endorse Margaret Little’s (forthcoming) view that while wrong action necessarily betrays some weak will, deficiency of discernment, or difficulty in deliberating on part of the agent, bad action need not. But the fact that the distinction between bad and wrong brings to the fore deep and difficult philosophical questions should not obscure the point that concerns us here: namely, that bad and wrong action are bad and wrong because they thwart values at the heart of morality.
