(Spiegel) According to the SSO report, FISA, the special court responsible for intelligence agency requests, provided the NSA with authorization to monitor “Germany” on March 7, 2013. The case number provided in the ruling is 13-319.
According to the partial list in the document, the court has provided similar authorization for countries including, China, Mexico, Japan, Venezuela, Yemen, Brazil, Sudan, Guatemala, Bosnia and Russia. In practice, the NSA uses this permission in diverse ways — sometimes it uses it to monitor telecommunications companies, and at others it surveils individuals.
(NHK) Der Spiegel reported on US classified information it allegedly obtained from former US National Security Agency contractor Edward Snowden.
The report does not mention when the court allowed the surveillance on Japan. But it says the court gave permission to monitor Germany on March 7th, 2013.
The magazine also says in the month of May, 2009, 122 world leaders were under the NSA’s surveillance.
It is unknown if Japanese politicians, including the prime minister at the time, Taro Aso, were on the list.

据德国《明镜》杂志30日透露，该杂志从大美国中情局前职员斯诺登手中获取了新的情报显示，有关美国情报窃听行为还存在新的疑点。
据称，掌握美国情报机关窃听许可权的“外国情报监视法庭”，已经授权NSA对于包含日本、德国在内的11个国家进行监听。
《明镜》杂志虽然并未言及对于日本的窃听许可何时生效及具体的内容，但该法院已于2013年3月7日授权了对于德国的窃听行为。
此外，NSA在2009年5月的一个月内，曾收集了多国首脑共计122人的通话内容和通信记录数据。被窃听人员名单中部分已被曝光，其中就包括日本前首相麻生太郎等政客。
