There were two goals of the United States with respect to the Tokyo Trial.

One was to prove crimes against peace – that is, to consider the planning, preparation, initiation or waging of a war of aggression as an international crime, and applying the concept of justice in order to keep the international community safe. …

The first goal affirms the theory of the “judgment of civilization,” and the latter provides a negative view, that is, it demonstrates the theory of “victors’ justice.”
