    The death penalty has been completely abolished in all European countries except for Belarus. The absolute ban on the death penalty is enshrined in both the Charter of Fundamental Rights of the European Union (EU) and the European Convention on Human Rights of the Council of Europe, and is thus considered a central value. Of all modern European countries, San Marino and Portugal were the first to abolish capital punishment, whereas only Belarus still practice capital punishment in some form or another. In 2012, Latvia became the last EU Member State to abolish capital punishment in war time.

    As of 2013, in Europe, the death penalty for peace-time crimes has been abolished in all countries except Belarus, while the death penalty for war-time crimes has been abolished in all countries except Belarus and Kazakhstan. (Kazakhstan is a country situated partly in Europe and partly in Asia).

    In Russia the death penalty has been indefinitely suspended (under moratorium), therefore the country is abolitionist in practice.

    Except for Belarus, which carried out an execution in 2014, the last executions by a European country occurred in Kazakhstan (which is partly in Asia) in 2003, and Ukraine in 1997.

    The People’s Republic of China executes the highest number of people annually, though other countries (such as Iran) have higher per capita execution rates. Watchdog groups believe that actual execution numbers greatly exceed officially recorded executions; in 2008, 2009, and 2010, the Dui Hua Foundation estimated that 5,000 people were executed each year in China – far more than all other nations combined. However, the estimated number of executions fell to 2,400 in 2013. The precise number of executions is regarded as a state secret.

    Capital punishment is a legal penalty in the United States, currently used by 32 states and the federal government. Its existence can be traced to the beginning of the American colonies.

    There were no executions in the entire country between 1967 and 1977. In 1972, the U.S. Supreme Court struck down capital punishment statutes in Furman v. Georgia, reducing all death sentences pending at the time to life imprisonment.

    Subsequently, a majority of states passed new death penalty statutes, and the court affirmed the legality of capital punishment in the 1976 case Gregg v. Georgia. Since then, more than 1,400 offenders have been executed, including 28 in 2015.

    The United States is the only Western country currently applying the death penalty and was the first to develop lethal injection as method of execution, which has since been adopted by five other countries.
