The DoD Net-Centric Data Strategy identifies the goals of making data visible, accessible, and understandable, and also emphasizes that metadata is needed to “facilitate the discovery of data assets.” In response to the needs of the Modeling and Simulation (M&S) community, the Modeling and Simulation Coordination Office (M&S CO), has developed extensions to the DoD Discovery Metadata Specification (DDMS) to facilitate the search and discovery of M&S resources. The result is the M&S Community of Interest (COI) Discovery Metadata Specification (MSC-DMS).
The MSC-DMS standardizes a set of metadata elements used to describe resources in Modeling and Simulation Resource Repository (MSRR) nodes and similar applications. It also aligns with the DDMS as part of the Global Information Grid (GIG) and Net-Centric Data Strategy.
The MSC-DMS enables the DoD M&S Enterprise by supporting government, industry, and academic organizations with the discovery and reuse of metadata assets used for M&S purposes. Stakeholders in the M&S community can be grouped into three general roles: producers, consumers, and integrators.

アメリカの軍といえば、進んでいる、一歩先を行っているというイメージを持ってしまう。まして、モデリングとシミュレーションをコーディネーとするオフィスともなれば、最先端のイメージが付きまとう。
ただ、どんな組織も、人が集まるということと、予算というものがあるということから、ビュロクラシーとは無縁ではいられない。なかに入ってみると、その後進性に驚かされたりする。
このオフィスも例外ではないようで、モデリングやシミュレーションといった対象となるものの先進性に比べ、情報の取り扱いの後進性には驚かされる。
上図の中心に図書館のカタログを収める引き出しが描かれているのが印象的だが、情報のひとつひとつにメタデータをつけていくという発想の後進性は、このオフィスを時代から取り残されたものにしていく。
こうした発想は、真面目さも、ハード･ウォーキングさえも、すべて無駄にしてしまう。そんな発想でオフィスを運営するのは、保守的というより、むしろ犯罪的な行為だと思う。
