    The No. 1 dog of global cyber warfare は、中国ではない。アメリカだ。アメリカはいつも、自分たちが劣勢にあると言っては不安を煽り、予算を増やし、そしてまた、自分たちを正当化してきた。

    アメリカの情報戦争の戦い方は、すごい。陸・海・空軍はもちろん、NSA や CIA といった何十もの組織で働く情報のプロたちが、自分の属する組織のために活動し、予算の取り合いなどもあって、すさまじい競争を繰り返している。

    競争と同時に、United States Cyber Command のコーディネーションに見られるとおり、全体としては協力関係にある。協力関係は建て前ではなく、それぞれのプレイヤーが協力しなければならない仕組みができている。

    アメリカは、競争を続けることでダイナミックスを失わずにいる。それでいて、全体がコーディネートされ、有機的に動いている。中国や他の国々にできることではない。

    中国は、誰がなにをしているのかが、まったくといっていいほどわからない。トランスペアレンシーがないだけでなく、競争関係もないし、協力関係もない。

    個人のむき出しのエゴの塊が、全体の力に勝てるわけがない。よく、中国が全体主義で、アメリカが個人主義だというけれど、情報戦争に限って言えば、それは当たらない。中国はあまりにも身内を大事にしすぎる。

    イスラエルには国内での競争がなく、ダイナミックスがない。ロシアではビュロクラシーがはびこり、強くなることの邪魔をしている。ヨーロッパの国々は、情報戦争はプライオリティーになっておらず、「人道上の」とか「人権が」というばかり。日本には予算がなく、人もいない。

    やっぱりアメリカが、ダントツの一番だ。
