There are some intriguing aspects of the “ICT as enabler or driver” issue.
These relate to the experience and perception of a device, strategy, process… as an enabler or as a driver.
In simplistic terms we can experience and/or perceive ICT as an enabler or as a driver depending on how well it fits with whose agenda.
An enabler assists us in achieving what we want to achieve whereas a driver tends to make us achieve what others want us achieve.
Added to this are the two dimensions involved in the use of ICT in an operational sense, viz,
・ ICT in terms of what is achieved (outputs, outcomes), and/or,
・ ICT in terms of how something is achieved (strategies, processes…)

This leads to a large range of possibilities that may change (over time) according to the
all of which are impacted by contextual factors like individual competence & commitment (a la Blanchard) and knowledge, skills, systems & culture and so on.
Hugely interesting and challenging, especially for a novice researcher.
